Advisor - Community Access (level-II)

Roles & Responsibilities:

  • Leads Ipass community engagement activities for enhanced access and use of Safe MR/PAC & contraceptive care through improving Knowledge and self-efficacy of women and girls on access and use of safe MR, PAC services and contraceptive options;
  • Provides technical support to program staff and partners agencies on community and social mobilization to improve social support need for women and to access and use of safe MR, PAC services and contraceptive options and to mitigate or reduced SRH related stigma at the community level;
  • Design, roll out and oversee Ipas Bangladesh community access activities including support for implementing the community access strategy, development and/or adaptation of SBCC materials on contraceptive care, MR and post-abortion care in coordination and collaboration with Ipas Bangladesh and global team, MOH&FW, and partners.
  • Ensures that awareness increasing activities are being implemented at the community level, especially on legal conditions and safe abortion services so that service providers and facilities are getting enough support and that women and girls are receiving quality contraceptive specially PPFP and PAFP and MR/PAC in collaboration with Health Systems and public/private health officials.
  • Oversees contracts and partnerships related to Community Access projects and outside consultants; develops partnership guidelines, Memorandums of Understanding (MOUs), and contract documents to be used in selection and retention of country level partners
  • Represents Ipas in different national SBCC related national working groups to harmonize existing SRH materials or develop new materials and maintains regular communications with Ipas global Community Access team in North Carolina USA.
  • Leads planning and organization of SBCC workshops, trainings, and site visits and serves as a technical resource in SBCC for staff and partners to strengthen approaches, materials and activities.
  • Work closely with other thematic advisors and managers to ensure coordination among MOH&FW (DGHS, DGFP and DGNM), partners, projects and to ensure quality of project implementation and timely completion of the activities.
  • Conducts supportive supervisions and provide responsive support to assure quality and timeliness of Ipas activities at national and local levels. Provides mentoring to community facilitators leading community access activities of Ipas.
  • Work closely with M&E team to ensure regular and timely monitoring and reporting of SBCC/Community access data and responsive feedback to improve program performance. S/he will provides assistance with generating reports related to Community Access activities
  • In collaboration with RM&E team, ensure that appropriate assessment, surveys, evaluation, and documentation of beneficiary profiles, inputs, outputs, and MR, PAC and FP related case stories. S/he will organize and participate review meetings, joint supervisions and other relevant led activities.
  • Actively contribute for documentation, dissemination and sharing of lessons learned, research findings, best practices and success stories in SBCC.
  • Develop and implement work plans; budgets and integrate Community Access costs into the Ipas project and core plan & budgets and will prepare monthly and quarterly and annual report and submit on timely manner to the project managers.
  • Ensure appropriate supervisee management within area of responsibility
  • Ensures Ipas Bangladesh Community Access plans are consistent and comply with the Ipass organisational strategy and operational plan
  • Performs other related tasks as required.

Educational Qualification:

  • An advanced degree in social sciences, anthropology, health promotion, medical science, public health or related fields is required

Work Experience:

  • At least 8 year(s)

Others Requirements:

  • Knowledge and application of community-based principles and concepts, including: stigma-reduction, social behavior and norm change, sexual and reproductive health and rights, gender and equity
  • Experience working effectively with MOH&FW, NGOs and other development partners;
  • Highly developed interpersonal and communication skills; Excellent spoken and written English and Bangla languages and good computer skills (particularly Excel, Word) as well as efficient in internet and social media
  • Takes the lead and demonstrates initiative with minimal supervision and strong results orientation
