Finance Specialist

Roles & Responsibilities:

  • Based at Coxs Bazar Field Office, the Finance Specialist will manage the project budget, GAD, necessary amendment and sufficient obligation to maintain liaison with UNICEF in consultation with Plan counterparts in Finance and Business Development.
  • Ensures that expenditures are within budget and are in compliance with commitments made in project work plans and in the operating budget.
  • Oversees the development, documentation, implementation, and monitoring of internal control process for the project offices.
  • Facilitates both internal and external audits as well as responds to internal and external audit recommendations in a timely manner.
  • Manages the partner relationship in terms of agreement, modification, fund disbursement, liquidation, financial monitoring, audit and capacity building of national and local level partners.
  • Ensures availability of fund for activity implementation in the field offices as well as timely reimbursement/adjustment.
  • Maintains close relationship and coordination with Finance Manager, Emergency Response Manager, Project managers, Business Development Advisor, Head - Finance of Plan and Assistant Manager - Admin & Finance to ensure smooth running of the project.
  • Maintain close communication and sharing of learning with consortium members of the project.
  • Ensures Unicef and other donor compliances are met in all the project activities

Educational Qualification:

  • Master degree Accounting, Management, MBA (major in Finance) or other relevant qualifications from a reputed institute;

Work Experience:

  • At least 5 year(s)

Others Requirements:

  • Minimum five years experience in financial management of grants projects, preferably through consortium approach;
  • Experience in financial reporting on grants funded projects preferably with DFID/ECHO/USAID etc.
  • Proficient knowledge in the areas of generally accepted accounting principles (GAAP), internal control, and project management.
  • Fluency in Bengali and English (both reading and writing).
  • Prior experience of working in greater Chittagong Division and knowledge of Chittagong or Rohingya is a plus.
