Roles & Responsibilities:

  • To spearhead the BILS account department and maintain a distinct transparent way the Offices accounting and financial operation/functions and ensure implementation of all internal control systems according to the established rules, regulations, practices and procedures of BILS and recommend modification of financial systems as and when necessary.
  • Ensure overall supervision and maintain BILS main accounts, combine account and project accounts.
  • Maintain a close relation with bank(s) where BILS maintains its official accounts and ensure smooth and unhindered operation with bank(s).
  • Ensure preparation of bank reconciliation statements at the end of each month.2
  • Supervise support staff processing transactions and preparing reports; determine if instruction or guidance is necessary to correct or improve processing, and ensure that regular reporting cycle deadlines are met.
  • Provide guidance to staff inside and outside the department or office, concerning correct interpretation of financial regulations, rules, and procedures as applied to particular transactions.
  • Prepare recurrent monthly, quarterly & yearly financial reports for the BILS Management and draft commentaries; prepare forecasts (e.g., cash flow, expenditure or income) and initiate any required action.
  • Define requirements and users needs to systems specialists to produce specialized reports from financial databases.
  • Supervise and ensure proper maintenance of subsidiary books of accounts like Petty Cash Book, Ledger Book & others.
  • Ensure timely processing of all payments payable by the BILS.
  • Review, on a random or exception basis, complex transactions processed by the responsible staff member (e.g., commitments, transfer of funds, disbursements etc).
  • Prepare yearly budget/forecast for BILS and its projects and programs and undertake necessary revision thereof as and when necessary.
  • To operate and preserve computerized accounting package and to provide training to the junior staff whenever required.
  • Work as a member of BILS Purchase Committee provide advises the purchase committee on procurement of goods and services for BILS.
  • Introduce an effective and appropriate "inventory system" for BILS and ensure its proper practice.
  • Liaison with Donor Agency and fulfill their requirements and queries on financial issues.
  • Appropriately handle Tax & VAT issues as per Bangladesh Government Rules.
  • Arrange to meet audit queries raised by both Internal and External Auditor.
  • Analyze and evaluate financial reports produced on a regular basis (typically computer generated); identify apparent anomalies or unusual trends and initiate corrective action; explain variances and produce reports and correspondence as required.
  • Ensure an effective budgetary control system in place to keep the expenditure within allocated budget.
  • Any other responsibility assigned by BILS management.

Educational Qualification:

  • Masters in Accounting with C.A. CC or MBA with major emphasis on Accounting or equivalent professional qualification which is required in order to have knowledge and understanding of the application of financial principles and procedures and of the whole structure of accounts and finance.

Work Experience:

  • At least 8 year(s)

Others Requirements:

  • Ability to analyze financial information from various sources, examining documentation, reconciling discrepancies or inconsistencies.
  • Ability to relate financial/accounting theory to operating practices.
  • Ability to draft reports and explain decisions effectively to staff within the department.
  • Ability to use common office computer applications.
  • Discretion is required as work may involve dealing with confidential material.
  • Must have excellent command on English and Bangla and ability to prepare official correspondences independently.
