Roles & Responsibilities:

  • Identify the programmatic gaps and need for further improvement of the project
  • Lead the implementation in line with the approved project proposal and the budget and support the team for effective implementation
  • Provide necessary support, feedback and supportive supervision to the project team for further improvement of the project.
  • Oversee the expense management, review project performance and supervise project staff.
  • Make sure the full compliance of UNICEF, UNFPA and Light House policies and guidelines for this project
  • Monitor progress and performance of the project to assure the high-quality implementation
  • Ensure periodic monitoring and supervision visit to the project activities and team members to review progress and performance and provide necessary support as required and develop report
  • Ensures that effective monitoring and supervision system is in place for project implementation
  • Comply with the recommendations of UNICEF, UNFPA, and other stakeholders including Sr. Management of Light House to improve the program effectiveness.
  • For effective programming, support project and organization to mobilize local resources through strengthening coordination at local level.
  • Ensure reports as per UNFPA and UNICEF requirement and analyze results and provide feedback to the project team for further improvement.
  • Guide the finance team to ensure effective fund disbursement to brothel settings through analyzing expense reports
  • Lead in developing budget projection for the amendment
  • Support F&A team members in developing the programmatic financial report
  • Searching public-private partnership to strengthen current program and support in developing different forums in regards to policy level advocacy
  • Liaison with different teams of Light House, UNICEF and UNFPA regarding timely logistic supply for the project
  • Attend and participate in workshops, seminars and conferences on SRH with stakeholders including GoB and other national and international organizations.
  • Represent Light House at local, district and ventral level workshops and seminars.

  • Master of Social Science (MSS)

  • 3 to 5 year(s)

Others Requirements:

  • Education: Advanced University degree in Social Sciences or public health.
  • Prior Work Experience: Minimum 3-5 years of progressively job-related professional-level experience in project/program management particularly in CBO development component under SRH including HIV/AIDS/STI prevention program.
  • Post Entry Training: Familiarization training in Light House including UNFPA and UNICEF supported program specific procedures, reporting requirements, and systems, and orientation working from a donor agency and Light House perspective, will be provided. Training to maintain professional capability in the field as appropriate; and, courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications as they become available, subject to availability of funds.
  • Language Proficiency: Must be able to communicate effectively in both written and spoken English at a professional level. Excellent written and oral communication skills with a fluent writing style and good knowledge and practical use of both English and Bangla.
  • Job Knowledge:The Manager must have a good knowledge of training and root level to CBO development. In addition, the quick learning ability and pro activeness are desired for this position. The Manager must have knowledge and understanding of the organization and roles of the different levels in order to maintain effective communication and coordination. A strong working knowledge of project management procedures, policies and practices, especially in the SRH including HIV/AIDS field, is required. Good knowledge on the targeted community is desired.
  • Skills and Abilities:The Manager should have demonstrated the ability to assume management and leadership roles. The Manager must be resourceful, have good judgment, and have the ability to work diplomatically with persons from many backgrounds. The work requires a user-level ability to work with computers and common software programs. Ability to work under pressure, to prioritize work, and to meet tight deadlines is required. Must be able to communicate clearly with a wide range of partners.
  • Supervision Received: The incumbent will work under the general supervision of the Deputy Chief Executive, Light House. Daily supervision is minimal and routine work should be performed independently with little instruction. Employee should be able to identify and solve problems as they arise. The supervisor makes assignments in terms of overall objectives and resources available. Completed work is reviewed in terms of achievement of, and effectiveness in meeting, objectives. The Manager is expected work in a collegial manner, and to exercise considerable autonomy and judgment in discharging the duties of the assignment.
  • Available Guidelines: Agency correspondence, manuals/ SoPs, annual plans, Light House policy policies/guidelines and supervisors instructions. Guidelines are often general in nature and not specific to the situation at hand, requiring considerable interpretation.
  • Authority to Make Commitments: Within the scope of the assignment, the Leader advises project office and project personnel on courses of action to resolve implementation deficiencies. Within the scope of authority delegated, the Manager may indicate to ranking centers based in brothel settings and make sure of sending specific recommended courses of action through Deputy Chief Executive, Light House.
  • Nature, Level, and Purpose of Contacts: Contacts are maintained in person, by phone, and by written communication with consortium staffs. Contacts will include routine administrative functions, as well as important issues regarding activity implementation, and the negotiation of corrective measures if needed. Contacts are typically to explain and coordinate project activities and objectives, secure cooperation, resolve problems, obtain or furnish information, and/or to persuade Manager staff and counterparts to take recommended actions and to accept recommendations.
