Roles & Responsibilities:
- The Procurement Specialist will report to the Director of Energy Procurement and Finance, and support activities and working on develop bid documents, evaluation criteria; manage bid process from release of request for qualification to bid submission, evaluation, negotiations and contracting. The responsibilities of Procurement Specialist include but not be limited to:
- Support and manage activities for BADGE result areas on Transparent and Best-value Energy Procurement.
- Manage tasks and activities related to energy auctions and procurement and related processes such as:
- Support to develop energy auction and procurement rules and guidelines, and model power purchase agreements,
- Support de-risking projects and attracting commercial lenders, and help private players navigate clean energy project procurement and commissioning procedures,
- Support development of energy market and auction bid platforms,
- Support to prepare projects for funding and lead transaction support activities project marketing and bid process management.
- Manage capacity building on procurement activities for key energy agencies, commercial lenders, and private sector.
- Conduct assessments covering financial, economic, regulatory, and policy aspects of clean energy generation and development.
- Manage engagement with stakeholders related to energy procurement, financing, and private sector engagement.
- Support Director EPF in the design, development, and implementation of the Work Plan.
- Participate in meetings or calls with the clients to support Director of EFP.
- Perform other related duties as assigned.
Educational Qualification:
- Masters degree (or equivalent) in finance, economics, engineering, management, law or related fields with 5+ years OR Bachelors degree (or equivalent) with 7+ years of relevant experience.
Work Experience:
- At least 5 year(s)

- Experience and involvement in the procurement, development and transactions for energy or other infrastructure projects.
- Knowledge and/or understanding of clean energy procurement, auctions, energy markets, energy policies, and regulatory environment.
- Familiarity with current Bangladesh government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
- Fluent in English (reading, writing, and oral presentation) and preferably in Bangla.
