Roles & Responsibilities:

- Understanding of the Azure platform and Azure SQL Server Managed Instance.
- Maintain and administer participants’ and beneficiary database in SQL Server and help with periodic CRUD (create, update, delete) activities.
- Import and Export participant/beneficiary data from .csv or excel file format to SQL server.
- Assist program teams with connectivity and access to the Emergency Communication Management-ECM Services.
- Support the maintenance of infrastructure relating to the Twilio platform.
- Establish network connectivity (Telecom line/SIP Trunking) from ECM to the Twilio flex platform.
- Create and manage the Interactive Voice Response (IVR)and message flows in the Twilio flex environment.
- Create and manage program/project coordinator information into the IVR flows.
- Assist the program and project teams with ECM analytics.
- Manage users’ access and update relevant dashboards in the Twilio environment.
Responsibility # 2: Functional Support 30%
- Provide organization’s services and program/project information to participants/beneficiaries.
- Manage voice and text messages from project participants & beneficiaries: Respond to beneficiary inquiries, complaints, and other project related information.
- Manage, administer, communication and coordination with internal program lead and field workers.
- Follow up completed participants calls where required and update call notes/reports as necessary.
- Generate the communication (voice & text) report to the project/program lead.
- Identify and escalate priority issues to the project/program lead.
- Route inbound calls to the appropriate field workers/program coordinators and record details of comments, inquiries, complaints, and actions taken.
Responsibility # 3: Support in Linkage and coordination building with Government, City corporation and staff on effectively roll out of Vaccination establishing through Emergency Communication Management ( ECM) platform 20%
- Support in Linkage and coordination building with Gazipur City Corporation- GCC, District Health department/ CS Office and RMG Factory management.
- Support in launching an ECM platform accelerate the dissemination of critical information on the importance of vaccination to marginalized communities using text, voice, and WhatsApp.
- Support in capacity building on Community groups, Factory Workers and government health workers on launching ECM and day to day monitoring and further follow up. S/he also will support to organize meeting, training for the front line health workers and number of community group members.
- Assist Government stakeholder on effectively roll out vaccination.
- Support in capacity building of community group leaders and government community health workers who will serve as information dissemination nodes reaching households with low literacy and phone access.
- Facilitate to provide registration support and information to urban marginalized population through call centers.
- Support in building the knowledge and capacity of existing community groups and health workers living and working in target communities so they can address questions on vaccine hesitancy.
- Ensure Covid-19 vaccine information through Whatsapp, SMS and information collection from front line health workers.
- Assist in developing activity plans and implementation of the training and community engagement initiatives.
- Regularly compile, analyze and interpret the activity outcomes that enable project team, government and donor to motivate long run support and scale up of fair and fast of vaccine roll out.
Responsibility # 4: M&E related Support 10%
- Conducted Rapid Surveys in the targeted areas to inform the content strategy, including appropriate messaging for different segments (women, men, youth, etc.).
- Data collection and assist M& E – documentation on compiling data and preparing report.
- Document feedback gathered via the call centers and partner community groups, as well as Twilio data analytics dashboard.
- Work with Sr. Technical Officer- MLD and assist in developing monitoring tools and update project M&E plan and MIS.
- Frequently assess and identify capacity gaps and provide relevant remedial action to concerned staff/team related to M&E.
- Ensure that project staff and specifically M&E team are up to date on key reporting and M&E guidelines from donor/CARE and GoB.
- Ensure that M&E staff and Project Officer have sufficient knowledge and skills on all tools, equipment and procedures to effectively implement their work.
Responsibility # 5: Documentation and Reporting 10 %
- Closely work with Technical Coordinator – Urban Health System on arranging meeting, training and maintain proper documentation to develop relevant reports.
- Assist to develop BCC materials and field level communication with partner.
- Ensure proper documentation on relevant changes in factory and community in ECM system.
- Assist Sr. Technical Officer- MLD for drafting donor reporting, organizing learning and sharing events as per project yearly plan.

Educational Qualification:
- Bachelors/Masters in CSC or ICT relevant subject.
Work Experience:
- 3 to 4 year(s)
Others Requirements:
- 3 to 4 years of experience in project developing and implementing, methodology and ICT based work experience.
- Excellent knowledge on Azure SQL Instances and the Twilio Flex.
- Experience in working Government, RMG workers and community groups.
- Excellent computer and relevant software related skills.
- Promote good practice in the use of IT hardware and software.
- Should have knowledge on installation and administer computer hardware, software and networks independently.
- Ability to negotiate hardware/software service and technical support contracts with vendors.
- Good spoken presentation skills, required for training groups of staff.
- Excellent computer and relevant software related skills.
- Good communication skill in both verbal and written in Bangla and English.
