Roles & Responsibilities:
- Cooperate with the Senior Management to understand the recruitment needs and provide advice on according to the already established Recruitment Process;
- Advertise available roles on internet and other appropriate channels;
- Create appropriate lists of suitable applicants for Programmer Managers and liaise with the Programme Team to ensure timely shortlisting is achieved;
- Act as member in the Interview Panel when required;
- Ensure that per-employment on boarding processes for successful candidates (i.e references, police checks, documentation, conditional offer letters, contracts, orientation etc.) are fulfilled;
- Manage transparent and competitive recruitment and selection processes including updated job descriptions, vacancy announcement, screening of candidates, and coordinate for interview panels. Coordinate the recruitment process as per DCA policy.
- Prepare employment contracts, job descriptions & other HR related communications
- Coordinate for staff induction and placement
- Follow up with all candidates post-recruitment, ensuring all receive notification and/or feedback on the outcomes of their application;
- Maintain the Recruitment Tracker updated throughout the process.
- Ensure documentation of the recruitment and personal related files,documents accordingly in field office
- Provide information to all DCA staff and advise on the interpretation of HR policies & procedures and ensure the HR policy compliances.
- Design, coordinate and monitor operational systems for managing necessary human resource functions to implement HR policies
- Be the first contact point for all staff on all HR-related matters - HR rules and regulations, policies and practices.
- Review and develop the human resource policies and revise it as advised by Area Manager
- Provide guidance and direction in compensation and benefit matters
- Be aware with national labour law and ensure DCA respects the national and local law
- Provide consultation to the Line Managers in the design of work schedules and other employment conditions in line with the compensation and benefits policy and National labor law;
- Ensure that the HR system and employee filling is updated in a timely and accurate manner throughout the employment phase;
- Announce every new comer to the Payroll system and draft employment contracts;
- Submit in a timely manner the employment tracker ensuring all relevant to payroll (e.g. new comers, work hours, employee termination, leaves etc) information is accurate;
- Ensure that all employees are aware of relevant compensation and benefits policies and procedures. Advice appropriately when needed;
- Safeguard compliance with the national employment law on Compensation and Benefits; Inform on any inconsistencies which entail legal risks and associated costs;
- Provide HR related report as needed;
Educational Qualification:
- Minimum of a Bachelors degree or equivalent in Human Resources, Law, Business or Organization Development or any other relevant subject
Work Experience:
- At least 5 year(s)
Others Requirements:
- A minimum of five years of related experience in Human Resources management and development required
- Experience from development or humanitarian aid sector with NGO required
- Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training and preventive labour relations, preferred.
- Active affiliation with appropriate human resources networks and organizations and ongoing community involvement, preferred.
