Community Engagement and Accountability (CEA) Officer

Roles & Responsibilities:

  • Facilitate institutionalization of CEA process within BDRCS and develop appropriate plans in coordination with relevant departments/programs/projects.
  • Coordinate with relevant departments (DR, DRM, CD etc.) and Programs/operations to support in addressing CEA effectively and provide strategic advice to integrate and practice CEA.
  • Facilitate effective management of the Complaints & Response Mechanism (CRM) within programs/projects and other interventions as applicable.
  • Facilitate strengthen of transparent and accountable CRM system (e.g. Hotline/Call centre, Complaint & Feedback/Suggestion Box etc.) to receive and handle/resolve complaints or feedback/suggestions on BDRCSs services.
  • Ensure that beneficiaries/communities/clients have access to receive information on BDRCSs services, raise awareness to have access to voice their complaints/feedback/suggestions and complaints and feedback/suggestions are appropriately documented, resolved and provided feedback to beneficiaries/clients timely/efficiently.
  • Facilitate training for projects staff and volunteers for developing CEA capacity.
  • Facilitate regularly consultation with communities on progress, activities, concerns through meetings and focus group discussions.
  • Support assessments to be transparent and participatory, capturing peoples information needs and trusted and preferred communication channels.
  • Support community participation in operational planning, design and implementation.
  • Strengthen and/or help set up systems for sharing life-saving, useful and actionable information with affected people about Red Cross and Red Crescent services, from selection criteria to health advice, as part of information-as-aid activities.
  • Find ways to involve affected people in assessing the impact of the operational response.
  • Ensure women, children, the elderly, people with disabilities and other vulnerable groups have equal access to information channels and feedback mechanisms particular to their needs, and taking into account any specific protection issues.
  • Produce monthly/periodical CEA report and share with all concerned.
  • Coordinate with IFRC and other RCRC Movement Partners to share ideas, policies and resources for maximizing application of CEA initiatives.
  • Coordinate with relevant stakeholders such as SHONGJOG (DDM, Communication with Communities-CwC Platform, N/INGOs, Humanitarian Agencies) to reinforce CEA initiatives.
  • Represent BDRCS at different level meetings/forums.
  • Perform any other duties as assigned by the Manager/appropriate authority

Educational Qualification:

  • Minimum Bachelor degree preferably in Social Science / Development Studies or relevant field of studies.

Work Experience:

  • At least 3 year(s)
