Roles & Responsibilities:

  • Review DFID and Nathan procurement policies and procedures and make recommendations where appropriate. Ensure all project managers and associates understand the procurement process controls.
  • Prepare a detailed procurement plan and risk management strategy in consultation with the MF-CIB project director and BFP-B Finance and Admin team.
  • Manage overall implementation of the procurement plan, including coordination with BFP-B, and evaluation of procurement processes for products and services.
  • Maintain security of supply and optimum value for money in all goods and services procured (including negotiation of contracts).
  • Prepare all procurement documents such as invitations to tender, requests for expressions of interest, bidding/prequalification documents, request for proposals, procurement evaluation reports, contracts, contract amendments and other documents concerning procurement of goods and services, in line with DFID and Nathan standards for procurement.
  • Prepare public notices for inviting offers for the supply of goods and services; and assist in publishing those notices in print media - in conformity with the provisions of the Nathan/DFID Procurement Regulations and the local tax and vat rules.
  • Prepare purchase documents based on user requirements ensuring that technical specifications of goods are in conformity with the prescribed standards; and assist project while procuring goods following the guidelines of Nathan and DFID procurement policies.
  • As a member of the bid / proposal evaluation committee you will be expected to perform related functions including opening and recording of bids, formulating appropriate evaluation criteria, evaluate financial and technical bids, prepare comprehensive bid/proposal evaluation report, provide feedback to the bidders and other members of the committee in conformity with the Nathan and DFID Procurement Regulations.
  • Organize, facilitate and document any clarification meetings or pre-proposal meetings with prospective bidders as needed.
  • Identify cost reduction opportunities to achieve financial goals.
  • Identify areas for improvement and analyze market and delivery trends so as to continuously improve procurement processes, drive performance and business results.
  • Conduct business review meetings with key stakeholders to assess risk, review future strategies, and identify potential cost down and improvement opportunities.
  • Provide periodic reporting for management on purchasing, controls and processes.
  • Any other task assigned by the project management related MF-CIB Project.

Educational Qualification:

  • Minimum Bachelors Degree in Business Administration or related subjects

Work Experience:

  • At least 7 year(s)

Others Requirements:

  • Familiar with DFID and or Bangladesh Government procurement systems
  • Strong staff development experience with demonstrable success in building capacity and facilitating change using participatory methodologies
  • Demonstrated ability to analyze problems and strategize for better solutions
  • Demonstrated ability to negotiate, establish, and administer contracts
  • Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)
  • Excellent verbal and written communication skills in English and Bangladeshi.
  • Ability to multitask, prioritize, and manage time efficiently
  • Accurate and precise attention to detail
  • Ability to work well with management and staff at all levels
  • Should demonstrate all the necessary ethical behaviour in the implementation of the project
  • Should be honest
  • Should take all the necessary responsibility and accountability for the entitled jobs
  • Should keep the Ministrys confidential information in a very strict manner
  • Should demonstrate its integrity with the Ministrys high priorities and ethical conduct
  • Should be willing to work in stressful conditions
