MIS and HRIS Manager

Roles & Responsibilities:

  • Conduct landscape analysis of the existing MIS and HRIS systems at NIPORT, DGFP and DGHS; their purposes, strengths, limitations and the application and use of the data generated by the systems, including scopes of interoperability of the existing systems.
  • Work in consensus buildings amongst NIPORT, DGFP, DGNM and DGHS around linking MIS systems and/or incorporating elements of iHRIS into the existing system.
  • Capacity assessment on technology skills needed to maintain and enhance each system with an assessment of each groups capabilities to do so.
  • Develop functions in each system that are not fully or partially developed. These may include any technology required to develop functional systems.
  • Develop an overarching architecture that allows each to remain in place but become interoperable to deliver information needed by the project and relevant directorates.
  • Develop e-learning platforms for Family Planning Certification program.
  • Develop a mobile technology-based system for peer-to peer linkages on quality, performances, and mentorship to encourage learning via e-learning platforms and mobile communication (e.g. text messages, WhatsApp).
  • Plan and conduct the required training on the revised MIS/iHRIS system for relevant officials.
  • Plan and conduct sensitization activities at different levels for popularizing and increasing utilization of the MIS/iHRIS and digital platforms.
  • Prepare technical documents, as required.
  • Any other assigned duties.

Educational Qualification:

  • Bachelor of Computer Application (BCA)
  • Bachelors degree in Computer Science Engineering (CSE), Electrical Communication Engineering (ECE), Computer Science, Information Science or relevant subjects with 10 years of progressive experience in conducting business needs analysis for information systems with ICT experience in creating systems. For candidates with Masters in the mentioned subjects, at least 6 years of experience.
  • Experience working with Linux, Windows, Apache, SQL, etc. system is required.
  • Experience developing mobile based information sharing e-learning platforms and solutions is required.
  • Experience on server-side operating systems and complementary technologies for databases and web-based applications is required. Specific experience with HRH information systems is a plus.
  • Experience working with NIPORT, DGFP and DGHS is preferred.
